Measure outcome reports provide an approximation of how the WDA's WIA formula-fund programs will be "rated" in the Federal Performance Measure Annual Report. They do not pertain to State performance measures.

The processing of data attempts to mirror the methods employed by Carl Wolfhagen at the State's Workforce Training and Education Coordinating Board.

Measure outcome reports employ Pacific Mountain's method of using the SKIES Follow Up Service Plan. The "flags" referred to are selectable "Provider Service" status indicators. The applicable quarter is determined by the status' Actual Start Date.

The outcomes are likely to differ from the Annual Performance Report due to the report writer's:

• Inability to utilize the SSN of those Participants who have opted out of data sharing. They cannot be related to TAXIS wage records. The optouts have been excluded entirely from the exit-based reports.
   
• Lack of access to WRIS wage data, federal employment wage data and educational institution enrollment data. The matches to educational institution enrollment data are predicted using status indicators in the SKIES Follow Up Plan:
  • Statewide POST-SECONDARY EDUCATION
  • Local WDA-entered IN TRAINING flag
